Garbage on road

'Keep your city clean'....a lot of us might have seen this or heard this. If the roads, the city is to be kept clean we need to bring in the basic sense of not throwing garbage on road. Then where can we throw them...I am asking the very government who pledge to work as public servants. I am answering this question...Lack of dustbins on road have compelled people in the country to throw garbage on road.

My experience:
I was on my way from Hrishikesh to Delhi ...I bought an Ice-cream on my way and wanted to throw the wrapper in a dustbin but was unable to find one till I reached Moolchand (a food joint). I carried the wrapper for almost 2 hours and thought of throwing the same on road many a times. But then thinking of the already paralyzed government did my duty by not throwing the wrapper on road.
My suggestion for resolving this issue would always be getting at least 1 dustbin every 2 Kilometers and I think that is not asking for more....We deserve to be served by the government...ain't we paying taxes to you people. I don't know how to get this information transmitted to the government as those illiterate people with fake educational qualifications sit on a respected chair which cannot be reached and even if one tries writing in an email or letter to them, it will be read by an educated peon of the minister's office and knowing the fate of the letter would tear it off (courtesy: http://www.youtube.com/watch?v=n6HlUcr_YDA). Please suggest me about what can be done for this as I really think a small contribution from our end to change how the decision makers work can bring a huge revolution within the country....
